Special Economic Zone for South of Italy

A fundamental means of territorial promotion for entrepreneurs to seize location opportunities

Starting from of January 1, 2024, the SEZ concerns all the South of Italy as established by Decree-Law No. 124 of September 19, 2023 – converted in law No. 162 in November 13, 2023 .

The so called “Single SEZ” includes the regions of Abruzzo, Basilicata, Calabria, Campania, Molise, Apulia, Sicily, Sardinia and replaces the previous 8 Special Economic Zones related to the same territories .

Why invest in the “Single SEZ”

Companies already operating and those setting up in the territories included within the “Single SEZ” can benefit from special economic and financial conditions as well as simplified administrative procedures.

Easy governance

A Steering Committee and Mission Structure for the “Single SEZ” is established at the Prime Minister’s Office.

Easy bureaucracy

Investment programs enjoy a simplified and expedited administrative path thanks to reduced procedural deadlines, a single authorization and the dedicated SEZ Desk.  As of March 1, 2024, the digital one-stop shop for productive activities in the Single SEZ, called S.U.D. ZES, is established, in which the digital one-stop shops of the 8 Special Single Zones converge. The counter is integrated into the platform www.impresainungiorno.gov.it

Incentives

Tax credit granted to the maximum extent allowed by the Regional Aid Map 2022-2027 for Campania: investments for the purchase or leasing, of new machinery, plant and various equipment intended for already existing production facilities or which are being implanted in the territory, as well as the purchase of property and the acquisition, construction and expansion of real estate instrumental to the investments are eligible.

The credit is commensurate with the share of the total cost of the assets purchased or, in the case of real estate investments, made from January 1, 2024 to November 15, 2024, Investment projects of no less than 200,000 euros and up to a maximum limit of 100 million euros are eligible. 

With a subsequent interministerial decree, the procedures for access to the benefit will be defined, as well as the criteria and procedures for the application and use of the tax credit.

Partial contribution exemption in favor of private sector employers for the period 2021-2029. The relief is 30 percent of social security contributions payable until Dec. 31, 2025; 20 percent of social security contributions payable for the years 2026 and 2027; and 10 percent of social security contributions payable for the years 2028 and 2029.
